Why the order matters
The foundations begin with descending base ranks, from King to Six. Their starting order is mandatory, but a foundation may grow as soon as its base card is placed. You do not need to finish one foundation before building another.
Every foundation eventually holds thirteen cards. Its sequence turns the corner from Ace to King as needed, so the final rank depends on its starting rank.
Three stock passes
A card drawn from stock appears on the waste and can be moved immediately if it fits. Drawing again covers it. After the first and second passes, turn the waste back into the stock without shuffling; there is no third recycle.
Precedence is also known as Order of Precedence, Panama, and Downing Street.
