Playing the cards
Pair the waste top with an inner-circle card of equal rank. A vacated inner cell fills from the matching outer cell. After stock depletion, move waste cards into empty inner cells; once waste is gone, pair inner cards together.

The outer circle has no refill, so a poor sequence of waste pairs can strand an unmatched rank.
