Both decks' Aces and Twos form sixteen foundations. Nine face-up cards start the tableau, with the rest in stock.

Make each move count
Build foundations up by suit in steps of two: odd cards above Aces, even cards above Twos. Build tableau cards down by suit in steps of two and move valid groups. Deal a new row of nine from stock when ready; empty columns cannot be filled by transfers.
An empty column is permanent until another row is dealt. Do not empty a useful column just to make a move that the new deal could have supplied.
Turn progress into a win
Move complete step-two groups when they uncover another card, then deal the next row before columns become too tangled.
Finish with Kings on the Ace foundations and Queens on the Two foundations.
