Build tableau columns down by suit. Any correctly ordered same-suit run can move as a group; an empty column accepts a card or run. Foundations rise by suit from Ace.
Goal and first plan
Complete eight thirteen-card foundations.
Look for already packed same-suit runs. Moving one intact can expose several useful cards while preserving the order you need later.
